All 10 countries approached to participate in 3D radars tender submit their bids, SVK industry’s role to count in selecting winning bid

As at 30 September 2020, the deadline for submission of proposals under the revised tender, the Ministry of Defence received official bids for delivery of 3D radar systems from the Governments of the French Republic, the Kingdom of the Netherlands, the State of Israel, Hungary, the Republic of Poland, the United Kingdom of Great Britain and Northern Ireland, the United States of America, the Kingdom of Spain, the Italian Republic and the Republic of Turkey, in other words, from all 10 countries originally approached to respond to the SVK radars replacement Request for Government Proposal (RfGP).
Compared to the G2G competition by the former MOD management, Defence Minister Jaroslav Naď changed the tender conditions to be of greater benefit to the SVK defence industry. In practice, this means that higher scores will be awarded to the bids giving more options for the SVK defence industry’s role in the manufacture and delivery of the radars, this equates to 20% of the total score in the scoring system for the tender. By comparison, only 5% of the total score in the overall evaluation of bids were allocated for the SVK defence industry support under the previous tender arrangements.
Today, the MOD has hosted a preparatory meeting of the 42-member project team, comprised of SBAD and radar specialists. As the Tender Evaluation Panel (TEP), they will begin to evaluate the submitted bids on 5 October 2020 and will have completed the evaluation process by the end of this month. The three most advantageous bids on the merit of quality, transparency and the SVK defence industry’s role in the programme will be submitted to the Defence Minister. Following the Defence Minister’s recommendation, the final decision on the award of the contract will be taken by the SVK Government.
Defence Minister Jaroslav Naď said: “The fact that all 10 governments have responded to our call for bids under the new, more transparent and advantageous tender conditions for Slovakia proves that procurement can be approached differently than so far – in a more transparent and economically viable manner and, at the same time, in a qualitatively fully satisfactory way for soldiers, Slovakia and our domestic industry.” The MOD forwarded the Request for Government Proposal to the countries which had the capacity to deliver 3D radar systems as per the stated specifications and which had previously communicated with the MOD about the project, he added.
Director General of the SVK MOD’s Modernisation Department and National Armaments Director Jozef Zekucia pointed out that Slovakia had requested comprehensive bids for the replacement of all types of 3D radars – 6 pcs of medium range, 5 pcs of short range and 6 pcs of very short range radars, with a separate offer to be made also for each type of the 3D radars. “We want to procure 17 pcs of 3D radars worth an estimated €155.090m, VAT included, whereas, under the deal, new radar systems will also be supplied to support SVK SBAD systems,” he said.
The three-dimensional (3D) radar systems will be operated by the SVK Air Force to ensure round-the-clock surveillance, air traffic control (ATC), and a continuous air situational picture (ASP) over Slovakia within the NATO Integrated Air and Missile Defence System (NATINAMDS). Most of the 3D radars currently in service with the SVK military are beyond the end of their service life.
