MOD presents Action Plan for Coordination of Fight Against Hybrid Threats to experts at GLOBSEC

Being the coordinator of the project, the Ministry of Defence presented the Action Plan for Coordination of the Fight Against Hybrid Threats to a domestic and international expert audience at GLOBSEC 2021. This interdepartmental document the ambition of which is to identify problems and propose solutions to mitigating the effects of hybrid activity in Slovakia was presented by Advisor to the Defence Minister on Hybrid Threats Victor Breiner.

Being a co-guarantor of the Hybrid Action Plan, Deputy Defence Minister Marian Majer said: “Continuous and fast developments in numerous domains of the security landscape open up a space for the emergence of a wide range of new challenges, while at the same time forcing us to seek effective procedures and toolkits for an adequate response. Over a short period of time, it can be expected that many of them may evolve into non-negligible security threats. Countering hybrid threats is an issue not only for the Ministry of Defence or the other powerhouse ministries, but it is a complex challenge for the State and society as such.” Mr Majer went on to underline the critical role of interdepartmental cooperation in this initiative.

During his presentation on the Hybrid Action Plan at GLOBSEC, Advisor to the Defence Minister on Hybrid Threats Victor Breiner elaborated on all aspects of the Action Plan the content of which contains chapters on disinformation, election protection, strategic communications, population resilience building, and protection against foreign power influence. On managing this whole-of-society approach to security, Mr Breiner said: “Just as with the conference, the Ministry of Defence coordinates its activities with a wide range of domestic and international experts in order to increase the resilience of our country.”

At GLOBSEC, hybrid activity was addressed by Czech Deputy Defence Minister Ján Havránek who spoke about the response of the Czech Republic to hybrid threats and by Dr András Rácz, an expert on Russian security policy, who highlighted the need for the political elites to clearly point to the sources of new threats and for much greater public discourse on this key theme.
