Ministry of Defence wants to see promotion of reservists regain its moral and professional dimension

Legislative changes are required to change the way reservists are promoted. The Ministry of Defence is to adopt an Amendment Bill to prevent promotions from being abused as a thank you to public officials. The Amendment Bill has been approved today by the Parliamentary Constitutional and Legal Affairs Committee. Under the legislative procedure, it is expected to enter into force on 1 December 2021.
Defence Minister Jaroslav Naď said: “The document contains several changes through which we want to see the promotion of reservists regain its moral and professional dimension, so that politicians cannot be promoted for serving political interests, but only those who deserve it or need it to discharge the duties of their appointments.”
The Amendment Bill aims to regulate the promotion of reservists, particularly with ensuring that the ex-service personnel who are the recipients of Service pension or Service disablement pension can be promoted only after their conscription duty ceases, provided that they are not public figures.
It also regulates the promotion of Active Reserves (AR) soldiers, whilst respecting the following three conditions. The first condition requires that AR soldiers take up appointments linked to particular ranks. The second condition makes clear that AR soldiers must have all the necessary professional qualifications to perform their duties. The third condition is the length of service in the Active Reserves, the date of last promotion in the Active Reserves, and the record of training.
This change to the way AR soldiers are promoted will project a functional and motivational character, given that AR soldier's pay depends on the rank. On promotion to a higher rank, rank-based pay for regular training and discharge of duties in the SVK Armed Forces will be increased. In 2022, 53 AR soldiers are eligible for promotion on the basis of having satisfied all the conditions set out in legislation.
The Amendment Bill, which is to amend and supplement the Act on Conscription, War Veterans and Social Welfare of Police and Military Personnel, still requires formal approval from the Parliamentary Committee on Defence and Security and Parliament.
